Appeal filed in “Trash Tax” lawsuit.

Toledo, Ohio — On April 10, 2008, Karen Shanahan filed a lawsuit in the Lucas County Court of Common Pleas, challenging the constitutionality of the controversial “refuse fee” collected by the City of Toledo.
